Biographical/Historical
While it is colloquially known as the "Warren King Report," its actual title is "Oregon Higher Education Management Review and Analysis," University of Oregon Medical School, Portland, OR and is dated February 6, 1970. Warren King and Associates was the consulting firm from Chicago, Illinois which was contracted to do the study.
The Report was commissioned by the Faculty Planning Council, which was created in January 1967 with 12 members, all chief administrators and department heads. Original plans indicated a timetable of seven phases during 1968, of which the last two would require outside consultants (which ultimately was King and Associates). An interim report in April 1968 revised the timetable considerably, to April 1970 rather than December 1968.
After a short historical review, an in-depth analysis of the institution is presented. While separate recommendations are available for each section (Academic Affairs, Student Affairs, Financial Administration, and Planning), the Report came up with four major general recommendations: first, the institution needs a Master Plan; second, all planning for both Medical and Dental schools should be consolidated; third, all construction planning needs careful and full evaluation concerning impact; finally, a new program planning and budgeting system is needed.
